The State of West Virginia requires all contractors working on projects over $2,500 to hold a current license from the West Virginia Division of Labor Contractor Licensing Board. Projects under the specified amount don’t require a license, but contractors are required to obtain a West Virginia State Tax Business License. Subcontractors who receive less than $2,500 on a job that is over the allotted amount still need to obtain a license for the job. Licensing requirements are based on total contract price.
If the contractor has employees, he must carry current Workers’ Compensation insurance.
If a contractor does residential remodel work on an existing home, he is considered a home improvement contractor, according to WV Home Improvement Rule. This means that a written contract for jobs over $250 is required and must include:
- Contractor’s name, address and license number.
- List of good and services.
- Total price.
- Financing information.
- Timeline.
- Quality of goods including brand, type and model.
- Notice of buyer’s right to cancel.
- Payment schedule.
